Abonmarche was hired to perform a site design on a new event gathering center consisting of a 17,400 sq. ft. timber frame wood structure with over 500 parking spaces and an entrance drive to accommodate large volumes of traffic on property partially located in the regulated 100-year flood boundary of the adjacent Berlin Court Ditch. The goal of the client was to develop the project as close to the street for maximum visibility, which required additional engineering and permitting to elevate and construct within the flood boundary.
Abonmarche accomplished this goal by performing extensive field survey of the property and Berlin Court Ditch to prepare and request permission from the Indiana Department of Natural Resources (DNR) to perform the proposed construction in the flood boundary. This request involved preparing a detailed HEC-RAS model of the Berlin Court Ditch incorporating the proposed site conditions into the base model of the ditch and associated flood boundary. The results indicated that the project met the DNR criteria and that ingress/egress to the proposed building would be maintained during a 100-year flood event. We also obtained permits for new stormwater detention collection basins with controlled release outlet pipes through the Indiana Department of Environmental Management (IDEM), Army Corps of Engineers, and the Elkhart County Drainage Board. Due to the size of the project and disturbance, a State of Indiana Rule 5 / SWPPP was prepared and followed by the Site Contractor during construction of the project. Other services provided were boundary and subdivision platting, annexation and rezoning, public meeting representation, site planning, landscape design, site engineering of drainage, grading, and utility design, construction staking, elevation certificates (pre and post-construction), and design of a City of Nappanee public sanitary sewer lift station, force main, and gravity sewer onsite for the project and future extension to the west of the project.
